SB 630 successfully passed both committee hearings in Sacramento the week of April 21, 2025, and on April 28 the final vote from the Assembly Revenue and Tax Committee was 6-1 in favor of passing AB 1138 out of the Committee and onto Appropriations (with Republican Assemblymember Carl DeMaio, who represents north and east San Diego County, being the expected lone no vote). <a href=\"https:\/\/www.assembly.ca.gov\/media\/assembly-revenue-and-taxation-committee-20250428\" target=\"_blank\" rel=\"noopener noreferrer\">Watch the Assembly Revenue and Tax Committee Hearing here.<\/a><\/p>\n<p>In the end, we saw our bill move out of committee, which means we are one step closer in the process of modernizing our Film and Television Jobs Program.<!--more--><\/p>\n<h2><strong>What do the bills include?<\/strong><\/h2>\n<ul>\n<li>Raising the base credit allocation from 20-25% to 35-40% with the highest percentage reserved for work outside of Los Angeles<\/li>\n<li>Expanding the types of programming eligible to apply to reflect the expanding number of genres being wooed away from the state<\/li>\n<li>Doubling the application windows and building in flexibility to align funding and demand<\/li>\n<li>Limiting the amount of time a \u201crecurring\u201d series has to resume production or release their funding back into the program to be reallocated<\/li>\n<li>Providing modest year-over-year increases reflecting the increased costs of production<\/li>\n<li>Increasing the size of the Indie bucket and increasing the cap in recognition of the value and vibrancy those productions bring throughout California<\/li>\n<\/ul>\n<p>Simply put, these bills are intended to help modernize our program to keep pace and stay competitive among other States and Countries incentive programs.<\/p>\n<p><strong>The bottom line for California, it\u2019s about creating the most amount of jobs to \u2018Keep California Rolling.\u2019<\/strong><\/p>\n<p>While in Sacramento, the EUC also took part in a press conference organized by AB 1138 bill author Assemblymember Rick Zbur, in which we saw a great showing of support from elected officials, small businesses and of course our Entertainment Union Coalition. <a href=\"https:\/\/fb.watch\/zilNoqHvAZ\" target=\"_blank\" rel=\"noopener noreferrer\">Watch the recording here.<\/a><\/p>\n<div id=\"attachment_10841\" style=\"width: 1546px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/afm47.org\/press\/wp-content\/uploads\/2025\/05\/okeefe-friedman.jpg\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-10841\" class=\"size-full wp-image-10841\" src=\"https:\/\/afm47.org\/press\/wp-content\/uploads\/2025\/05\/okeefe-friedman.jpg\" alt=\"\" width=\"1536\" height=\"2048\" srcset=\"https:\/\/afm47.org\/press\/wp-content\/uploads\/2025\/05\/okeefe-friedman.jpg 1536w, https:\/\/afm47.org\/press\/wp-content\/uploads\/2025\/05\/okeefe-friedman-225x300.jpg 225w, https:\/\/afm47.org\/press\/wp-content\/uploads\/2025\/05\/okeefe-friedman-768x1024.jpg 768w, https:\/\/afm47.org\/press\/wp-content\/uploads\/2025\/05\/okeefe-friedman-624x832.jpg 624w\" sizes=\"auto, (max-width: 1536px) 100vw, 1536px\" \/><\/a><p id=\"caption-attachment-10841\" class=\"wp-caption-text\">AFM Local 47 President Stephanie O\u2019Keefe with U.S. Representative Laura Friedman, who held a press conference on April 11 at Raleigh Studios Hollywood in support of Gov. Newsom\u2019s proposal to increase California\u2019s annual Film &amp; TV Tax Program to $750 million.<\/p><\/div>\n<h2><strong>What&#8217;s Next?<\/strong><\/h2>\n<p>Our recent hearings would not have been a success without the support and action taken by our members writing letters to key committee members over the past month in advance of the hearings. Across the unions and guilds part of our Entertainment Union Coalition, we sent almost 200,000 letters to Sacramento. This effort helped to successfully move our two bills through all committees, and get ready for the next step in our fight.<\/p>\n<p>While there are currently no hearings scheduled for May, June will be a KEY action month.
